The Cairo Charter forces held a meeting at leadership level in the Egyptian capital, Cairo, today, 8 September 2026, to discuss developments in the political, humanitarian, economic and security situations in Sudan, against the backdrop of the ongoing war and the resulting comprehensive national disaster that has affected the lives, rights, security, livelihoods and unity of the Sudanese people.
Following an in-depth discussion of current developments, the meeting reached the following conclusions:<\/p>\n\n\n\n
Firstly: Ending the war and tackling the humanitarian crisis are national priorities<\/p>\n\n\n\n
The Cairo Charter forces affirm that the war, which has been ongoing since 15 April 2023, has inflicted upon the Sudanese people one of the gravest humanitarian and social disasters in the country\u2019s modern history, exacerbated displacement and the flow of refugees, destroyed homes, infrastructure and essential services, weakened the social fabric, widened the scope of poverty and deprivation, and paved the way for the spread of crime and a breakdown in security.<\/p>\n\n\n\n
It also expresses grave concern at the widening scale of human suffering and the deteriorating conditions faced by civilians, and the growing risks of hunger and famine, particularly in war zones and areas of displacement, at a time when the capacity of the state and society to meet the basic needs of citizens is declining.<\/p>\n\n\n\n
The Cairo Charter forces believe that the urgent national and moral duty is to bring the war to an end, protect civilians, open humanitarian corridors, ensure the delivery of aid, and address the humanitarian disaster, as this is the first step towards any serious political process.<\/p>\n\n\n\n
Secondly: The Sudanese economy is on the brink of collapse<\/p>\n\n\n\n
The meeting discussed the rapidly deteriorating economic and living conditions faced by Sudanese citizens, including the collapse of the national currency, rising inflation and prices, declining purchasing power, and the widening poverty gap, a decline in production, market instability and the deterioration of essential services.<\/p>\n\n\n\n
The Cairo Charter forces believe that the continuation of the war has become a key factor in the economic collapse, as public resources are channelled towards sustaining the war, with no regard for the suffering of the Sudanese people, food shortages, and the deterioration of health, education and public services.<\/p>\n\n\n\n
It also condemns the increasing tax and fiscal burdens placed on citizens, and the harsh practices employed in revenue collection, at a time when their living conditions are deteriorating at an unprecedented rate, and warns of famine, deepening poverty, the prolongation of the conflict and the undermining of what remains of state institutions.<\/p>\n\n\n\n
It emphasises that no sustainable economic recovery can begin until the war has ended and resources have been redirected towards production, services, social protection and reconstruction.<\/p>\n\n\n\n
Thirdly: An assessment of the army leadership\u2019s call for an intra-Sudanese dialogue<\/p>\n\n\n\n
Although the army commander\u2019s rhetoric has shifted from the slogan \u00abGlory to the rifle\u00bb to \u00abGlory to dialogue\u00bb, this shift in rhetoric does not alter the fact that the proposed dialogue lacks the essence and objectives of genuine dialogue; The dialogue that Sudan needs today is not one designed to entrench the status quo, but rather a serious dialogue whose primary aim is to bring the war to an end through negotiation, to pave the way for the establishment of a single, professional national army with a national doctrine, and then to establish a democratic civilian authority tasked with rebuilding the state and reconstructing what the war has destroyed.<\/p>\n\n\n\n
The Cairo Charter forces consider that the announcement made by the army commander, Lieutenant General Abdel Fattah al-Burhan, regarding the so-called \u00abSudanese\u2013Sudanese dialogue\u00bb does not provide a genuine response to these priorities, but rather seeks to confer political legitimacy on a reality imposed by the war and to entrench de facto authority.<\/p>\n\n\n\n
Genuine dialogue begins with the recognition that the continuation of the war is the root cause of the disaster, and that bringing it to an end, reaching a negotiated settlement between the two parties to the conflict, and laying the foundations for rebuilding the military on professional and nationalistic principles, followed by a transition to a civilian authority with popular legitimacy, is the path that can lead to peace, stability and the reconstruction of Sudan.<\/p>\n\n\n\n
Fourth: A Sudanese political process owned by the Sudanese people<\/p>\n\n\n\n
The Cairo Charter forces have reaffirmed their commitment to their position calling for the launch of a political process that is Sudanese-led, independent in its decision-making, inclusive and credible, and based on addressing the root causes of the crisis rather than on a temporary settlement.<\/p>\n\n\n\n
It emphasises the need for the Quintet mechanism and the relevant international and regional bodies to recognise the nature and complexities of the Sudanese conflict, and to commit to playing a supportive role that upholds the will of the Sudanese people.<\/p>\n\n\n\n
It emphasises that any serious political process must lead to an end to the war, the establishment of a democratic, civilian state; the reform of state institutions; the reform of the security and military sectors in accordance with professional and national principles; the realisation of transitional justice; the addressing of issues of marginalisation and balanced development; and the consolidation of Sudan\u2019s unity.<\/p>\n\n\n\n
Fifth: No exclusion of civilian forces, and no return to the forces of war and destruction<\/p>\n\n\n\n
The Cairo Charter forces emphasise that the political process must include the genuine Sudanese civil society forces, with all their various orientations and components, and must reflect the country\u2019s political, social and geographical diversity.<\/p>\n\n\n\n
At the same time, the inclusiveness of the political process does not mean opening the door to those forces and movements that have contributed to the disruption of political life, or led to the militarisation of the state and society, or directly support the continuation of the war, or seek to reproduce a system of despotism, cronyism and corruption.<\/p>\n\n\n\n
It emphasises that the criterion for participation must be a commitment to peace, democracy, civil society, justice and the unity of Sudan.<\/p>\n\n\n\n
Sixth: No impunity<\/p>\n\n\n\n
The Cairo Charter forces hold both sides in the conflict fully responsible for the violations and crimes committed against civilians, and for the destruction and damage inflicted on towns, villages, public facilities and private property.<\/p>\n\n\n\n
She emphasises that justice is neither a matter to be postponed nor a bargaining chip, and that a sustainable peace cannot be built at the expense of the victims\u2019 blood and their rights.<\/p>\n\n\n\n
Accordingly, the Cairo Charter Forces reaffirm their commitment to the principle of no impunity, and to holding to account all those who have committed violations and crimes against civilians, regardless of their status, position or affiliation, as well as to ensuring justice for the victims, restoring their rights and providing compensation to those affected.<\/p>\n\n\n\n
It also reaffirms its support for fact-finding and investigative efforts into violations, and calls on the Human Rights Council and the UN Security Council to adopt courageous and fair resolutions that prioritise the protection of civilians and the rights of the Sudanese people.<\/p>\n\n\n\n
Seventh: Towards a unified civil voice<\/p>\n\n\n\n
The Cairo Charter Forces affirm their full support for the contents of the joint statement issued by the anti-war forces on 23 August 2026, regarding it as an important expression of the evolution of the Sudanese civil society stance, and a significant step towards unifying the civil society voice and building a cohesive civil society front that expresses the will of the Sudanese people for peace, freedom, justice and democratic transition.<\/p>\n\n\n\n
The Cairo Charter Forces announce that they will continue to work diligently with the various civil forces to complete the process of building the Civil Front and the Unified Civil Centre, on the basis of coordination, integration and overcoming divisions, and by prioritising the national interest over narrow interests.<\/p>\n\n\n\n
It believes that unity amongst civil forces is essential to end the war, prevent its recurrence, restore the democratic transition process, and rebuild the Sudanese state on new foundations.<\/p>\n\n\n\n
Eighth: A call for dialogue on the renewal of the social contract<\/p>\n\n\n\n
In view of the need to deepen the Sudanese dialogue on issues concerning the future, the Cairo Charter forces call upon civil society groups advocating for peace and democratic transition to engage in forums and spaces for dialogue that contribute to bringing viewpoints closer together and developing shared visions on issues relating to the renewal of the social contract.<\/p>\n\n\n\n
This dialogue aims to move from crisis management to addressing the root causes of the crisis, and from a struggle for power to exploring the future of the state and society, and to discussing issues that have remained unresolved for decades, including the nature of the state, the relationship between the centre and the regions, diversity and national unity, justice and citizenship, the sharing of power and wealth, the reform of state institutions, the relationship between the civilian and military spheres, and the establishment of a political system that guarantees peace, stability and democracy.<\/p>\n\n\n\n
The Cairo Charter forces believe that Sudan needs a broad dialogue that will help shape a new social contract which answers the fundamental question: How do we build a Sudanese state in which citizens are equal, rights are upheld, freedoms are safeguarded, and differences are managed through peaceful and democratic means?<\/p>\n\n\n\n
Ninth: Commending the civil movement<\/p>\n\n\n\n
The Cairo Charter Forces commend the growing civil movement within Sudan, as well as the grassroots, community, youth, women\u2019s and professional initiatives.<\/p>\n\n\n\n
It emphasises that this movement represents one of the most important sources of hope for Sudan\u2019s future, and that the Sudanese people\u2019s desire for peace, freedom and justice is stronger than attempts to impose war as a fait accompli, or to reduce the country\u2019s future to a choice between forceful options.<\/p>\n\n\n\n
Tenth: An appeal to the Sudanese people and national forces<\/p>\n\n\n\n
The Cairo Charter forces call on all civil and national forces concerned about Sudan\u2019s future to overcome polarisation and divisions, and to work together to bring an end to the war, to save civilians, to build a united civil front, and to create the conditions for a genuine national political process.<\/p>\n\n\n\n
Sudan today stands at a decisive historical juncture; either the bloodshed will continue and the war will become a reality that entrenches division, or the voice of reason, the nation and peace will prevail, and the Sudanese people will begin, together, to establish a new era based on a civil and democratic state, justice and peace.<\/p>\n\n\n\n
